Abstract: Why do some governments change their policies toward European integration while other national positions endure? Governments may change their policies even while the governmental parties remain the same. This article focuses on the explanatory capacities of policy learning, and thereby develops some contra-intuitive theses concerning the impact of political systems. Under some circumstances even the existence of many veto-players with opposite belief systems may increase the probability of learning.
