Germany warns on EU constitution

At an informal meeting of European Union Foreign Ministers in Italy in September 2003, Germany warned that the EU's current and new Member States would pay a heavy price if the draft EU constitution were torn apart. The Italian Government wants to complete negotiations on the draft constitution in the InterGovernmental Conference by December 2003 to coincide with the European Council at the end of its six-month EU Presidency, also in December 2003.
