Germany’s commitment to economic reform took a fresh hit on 31 October 2007 when the Finance Minister, Peer Steinbrück, acknowledged that a symbolically important tax break for ­commuters abolished only 10 months earlier might be reintroduced.

Mr Steinbrück said he was ready to discuss the reintroduction of an annual €2.5bn subsidy for commuters but only if alternative savings measures were found to cover it.
