Features suggest that the proposed coalition of Christian Democrats (CDU) and Liberals (FDP) wanted to establish a multi-billion-dollar special assets fund to plug the holes in Germany's budget as it prepared its programme of government following the September 2009 election. The plan provoked much protest that the plan was unconstitutional as the plan could result in spiralling public debt despite a 2009 constitutional amendment in Germany that obliges Berlin to balance its Budget.
