Georgia and Moldova were EU candidate countries facing elections in October 2024. Russian president Vladimir Putin was seeking to destroy Ukraine’s sovereignty by force of arms; he was using more subtle methods to increase Russia’s sway over Georgia and Moldova. In simple terms, Georgia had a pro-European population and a Moscow-leaning government; Moldova had a pro-European government and a Moscow-influenced population. The EU should invest in keeping them on its side.
