Research Council, Brussels, 10.11.97. The Council had a discussion on the Fifth Framework Programme, in particular on selection criteria, structure, scientific and technological objectives and content, rules for financial participation, programme implementation and management, financing, controlled thermonuclear fusion and nuclear fission. In addition, the Council adopted Conclusions on the implementation and management of Community RTD programmes and looked at the Commission working document on specific programmes in the Fifth Framework Programme. Council authorised the Commission to begin negotiating a RTD agreement with the Russian Federation.
