The two Houses of the French Parliament agreed on 17 March 2003 a new constitutional amendment that describes the French state as 'decentralised'. Greater powers for the regions has long been a personal policy initiative for Jean-Pierre Raffarin, France's Prime Minister, since he took office in June 2002. Mr Raffarin hopes to give more autonomy to regions and cut back central government spending.
