Lou Flackes, legal affairs director of the International Federation of the Phonographic Industry, has, like many others in the past, had greatness thrust upon him. It fell to Lou to pen the IFPI's response to the Commission's Green Paper on Copyright in the Information Society.

It is, by all accounts, an excellent piece of work, and has been much discussed in committees and corridors. Inevitably, though, it has to have a name, in keeping with landmarks like the Vredeling proposal and the Spinelli report. The IFPI's contribution to the sum of human knowledge has duly acquired a name, thanks to a federation official who solemnly and unwittingly asked a colleague if he knew the whereabouts of the 'Lou paper'.
