The lead article says 'The European Union has been far more successful than anyone expected when the Treaty of Rome was signed half a century ago. But it now has three big problems to solve. The first is what to do about its draft constitution, the second is popular disenchantment with the project, and the third is the poor performance of its economies in recent years.
