Summary: The European Commission published on 31 March 2017 its first assessment of the preconditions established by the Cohesion Policy reform for member states to receive money from the European Structural and Investment Funds (ESIF). The reports shows that the additional step has a high value, and that the preconditions proved to be a powerful incentive for member states and regions to carry out reform which would have otherwise been delayed or not necessarily implemented. The inclusion of preconditions for successful investments was one of the key elements of the reformed Cohesion Policy. These cover a wider variety of sectors and were included to ensure sound and effective spending. |
