First Annual Report on the screening of foreign direct investments into the Union

Report published by the European Commission on 23 November 2021, regarding the application of Regulation (EU) 2019/452 - also known as the EU FDI Screening Regulation.

Regulation (EU) 2019/452 provides an EU framework for the screening of direct investments from non-EU Member States on grounds of security or public order.

This report aims to provide transparency around the operation of FDI screening in the European Union (EU), and developments in national screening mechanisms. The first annual report confirms the clear value-added of the Regulation and the cooperation mechanism. It is based on the reports by the 27 Member States and other sources.

The report consists of four chapters:

1. Figures and trends for FDI into the EU;
2. Legislative developments in Member States;
3. Screening activities by Member States;
4. Functioning of the EU cooperation on FDI screening.
