The European Commission adopted 14 July 2004 a detailed package of proposals fleshing out its future budget plans for the period 2007-2013 (COM (2004)487).

This is called the 'financial perspective'. The new Financial Perspective will determine the overall revenue and expenditure of the EU and the expenditure on each category of EU activity for the seven years from 2007 to 2013. It will also largely determine the net contribution to the EU of each Member State, and the future of the UK's budget rebate. As well as determining the shape of the EU's finances it will set the European Commission's policy agenda. It is therefore one of the most crucial forthcoming EU decisions. The central aspect of the Financial Perspective is the overall level of expenditure. Widely differing figures have been proposed, from the 1% of gross national income proposed and certain Member States (Germany, Austria, France, the Netherlands, Sweden and the UK) to the 1.24% proposed by the European Commission.

The legislative package follows and complements a policy programme that was adopted February 2004 (COM (2004)101). The detailed texts include proposals on cohesion, networks, agriculture, education, culture and social policy. The Council of Ministers and the European Parliament will now negotiate the future financial perspectives with a view to their adoption in time before 2007.

The Council held a policy debate on the proposed EU financial framework for the 2007-13 period in the General Affairs Council, 13 September 2004 focusing on a number of general themes such as the added value of EU spending, budgetary flexibility and the structure of the Commission's proposals.

The European Parliament decided on the 15 September 2004 to set up a temporary committee on the political challenges and budgetary means of the enlarged European Union for 2007-2013. The committee has the task of preparing a final report for Parliament on the next Financial Perspective before the Council adopts its common position on the matter.

The Dutch EU Presidency's aim, in accordance with the timeframe envisaged in the Council's multi-annual strategic programme, is to make it possible for the European Council to reach decisions at its meeting on 17 December 2004 on principles and guidelines in respect of the new financial perspective. The agreed principles and guidelines will serve as a framework for further work aimed at achieving political agreement in 2005.
