The Council of the European Union adopted on 20 September 2016 a legal framework enabling the EU to apply sanctions, such as travel ban or asset freeze, to ISIL (Da'esh) / Al-Qaida and persons or entities associated or supporting them.

Until this date sanctions could only be imposed on persons or entities listed by the United Nations or by European Union’s member states individually.
