Farm subsidies to be set by environmental criteria

Plans to reform the Common Agricultural Policy (CAP) are due to be unveiled in July 2002. The blueprint from the European Commissioner for Agriculture and Fisheries, Franz Fischler, would separate subsidies from what farmers produce and link payments to einvironmental, animal welfare and food quality criteria.
