EU’s unity on trade is unravelled by Israelis

At the 2nd Meeting of the EU-Israel Association in Brussels on 20 November 2001, the issue of rules of origin was discussed. Rules of origin has been a long-running dispute between the EU and Israel and concerns products Israel exports to the EU from the Jewish settlements in West Bank and Gaza. Israel labels these products 'Made in Israel', enabling it to take advantage of preferential tariffs. For the EU, the settlements are illegal. Chris Patten, the External Affairs Commissioner, suggested going to arbitration over the rules of origin issue, but Israel then accused the Commission of being one-sided in the Israeli-Palestinian conflict. At least three countries (Britain, Belgium and Germany) backed away from damaging EU-Israel relations by defending the legality of the case.
