Erkki Liikanen, Governor of the Bank of Finland and Member of the European Central Bank's Governing Council, admitted on 24 May 2005 that he was baffled by the failure of the eurozone economic growth to respond to structural reforms. Mr Liikanen's comments echoed those from the Organisation for Economic Co-operation and Development in its latest Economic Outlook, released on 24 May 2005.
