Article reports that a drive toward deeper integration in the eurozone during the autumn of 2011 was provoking a backlash from those European Union member states outside the single currency club.

Their chief concern was that they will be excluded from eurozone discussions about policies – from taxation to financial regulation – that could have direct bearing on their own economies.

Both European Council President Herman Van Rompuy and European Commission President José Manuel Barroso were due to launch proposals to tighten 'economic governance' of the eurozone in October 2011.
