Europol is currently a body established by a multilateral Convention between the EU Member States. On 20 December 2006 the Commission presented a proposal for a Council Decision converting Europol into an agency of the EU, funded from the Community budget. The Decision is expected to be adopted in November 2008 and will come into force on 1 January 2010. This report considers what Europol has achieved under its current constitution, and how it might best progress in future.
