Europe’s Paralysis Over Hard and Soft Power

Commentary feature on the effectiveness of the EU on the world stage in the context of the Conclusions adopted at the Foreign Affairs Council, Luxembourg, 17-18 October 2016. The Conclusions covered Iraq, Ukraine, Libya, Syria, the so-called Middle East peace process, Bosnia and Herzegovina, and Mali. The author sees the EU as toothless, unable to use hard power instruments and ineffective in its use of soft power.
