Europe’s capitalists survey a level playing field

Major feature. A set of proposals for new rules on takeovers throughout the continent advocates harmonisation. But so far countries have failed to unite behind them. The question 'Should the European Union adopt the Winter Group's proposals on regulating corporate takeovers in Europe?' was debated at the Federation of European Securities Exchanges' sixth European Financial Markets Convention in Brussels on 31 May 2002.
