In order to deal with the steady loss of market share to competitors such as Australia and Chile, the European Commission considered on the 31 May 2006 overhauling wine industry subsidies.

The initiative came in response to falling exports from a continent that has traditionally dominated the wine trade but now subsidises farmers to produce excess table wine, leading to "wine lake" surpluses.
