Resolution adopted by the plenary of the European Parliament on 20 September 2001 as regards harassment at the workplace.

The Resolution points out that bullying - which could stem from a number of causes - is a serious problem in the world of work. The problems associated with such bullying have been underestimated in many quarters within the European Union (EU). The rapporteur urges the EU institutions, Member States and the two sides of industry to devote greater attention to tackling this phenomenon.

It calls on the European Commission to publish a Green Paper providing a detailed analysis of the situation on bullying at work and present a Community action programme on the basis of this analysis. Mental and psycho-social factors in the work environment should also be taken into account in the Community strategy on health and safety at work and in the Green Paper on corporate social responsibility. The Council and the Commission should include quantitative indicators for bullying at work in the indicators on quality at work that would be developed for the Laeken summit.

The Resolution was adopted by the relevant committee of the European Parliament on 10 July 2001 and by endorsed by the plenary on 20 September 2001. It was published in the Official Journal on 28 March 2002.
