A spokesman for Hänsch said the majority in the legal affairs committee in favour of legal action was too small to justify proceeding and the chances of success appeared limited. Hänsch also felt a unilateral ban would send the wrong signal at a time when the Union was trying to show a united front against the Helms-Burton law.
