At their June 2001 Gothenburg Summit, European Union leaders endorsed a strategy for sustainable development. This stressed the importance of decoupling economic growth from resource use. As the European Commission's 2002 Competitiveness Report demonstrates, the experience of EU manufacturing confirms that economic growth can be compatible with an improving environment.
