In the African, Caribbean and Pacific (ACP) region, EIB activities form part of the financial support package provided under the Cotonou Partnership Agreement signed between the ACP States and the EU in Cotonou, Benin, in June 2000.

The EIB supports both private enterprises and public sector investments that underpin economic development and are necessary for the private sector to flourish – typically in the energy, communications, transport and water utility sectors – and it focuses in particular on renewable energy projects and funding for the financial sector.
