European heads told not undermine pact talks

European Union Finance Ministers met on 16 February 2005 in an effort to reach agreement on reforms to the EU's Stability and Growth Pact. Gerrit Zalm, the Dutch Finance Minister, warned that some EU leaders were agitating behind the scenes in an attempt to water down the budget rules.
