Summary: A summit of the European Council was held on 12-13 December 2019. This was the first meeting chaired by Charles Michel as President of the European Council. The agenda includes the following items:
A Euro Summit was held on 13 December, including all EU Member States. National leaders were updated on the implementation of an earlier Euro Summit statement, which requested progress on the revision of the European Stability Mechanism (ESM) Treaty, the Budgetary Instrument for Convergence and Competitiveness (BICC), and technical work on the strengthening of the banking union. On the same day, a meeting of the European Council in its Art. 50 format was also held to discuss Brexit and preparations for the negotiations on future EU-UK relations after the latter's withdrawal. National leaders welcomed the European Commission's decision to reappoint Michel Barnier as head of the negotiations. The United Kingdom decided not to attend this European Council summit. The country's interests were represented by the President of the European Council. A debate on the conclusions of this meeting was held by the European Parliament's plenary session on 18 December. |
