This Committee launched an inquiry into the European Union's responsibility for transport policy, 'European Community Competence and Transport' in November 2003. The inquiry included the appropriateness of the European Community's responsibilities and their likely extent in the future; the suitability of European transport competence to the UK situation; issues of subsidiarity and proportionality; the air service agreement negotiations with the United States; the European Commission's proposals on road user charging and proposals for legislation on pollution from ships. However, as the Committee was unable to hold a meeting with the new European Transport Commissioner, Vice-President Barrot, to discuss these issues, it decided that it would be unwise to publish a definitive report. This publication therefore contains the written and oral evidence received by the Committee during the course of its inquiry, with the aim of highlighting key issues which might be considered in the future by a successor Committee. |
