The European Charter for Small Enterprises, created at the request of the Lisbon European Council in 2000, supports small enterprises by improving their legislative and administrative framework. By signing the Charter, the Heads of State committed themselves to take action for small enterprises in ten key areas and to report annually on their progress.

The aim of this brochure is to spread good practice and encourage an exchange of experiences on SME policy measures in Europe. The 40 good practice cases selected provide a sample of the various successful ways in which public administrations can facilitate the life of Europe’s small and mediumsized enterprises (SMEs).
