In May 2004, the fifth enlargement of the European Union saw the accession of eight Central and Eastern European states, the 'A8' countries of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia, with Cyprus and Malta joining at the same time. In January 2007, Bulgaria and Romania, the so called 'A2' countries, also joined the EU.

This report examines the impact on UK business of the accession of the above-named countries. Concern is also expressed about UK business being slow to take full advantage of new opportunities arising in Central and Eastern European countries.
