Before a meeting on 23 February 2005 of the UK-appointed Commission for Africa, Hilary Benn, the UK's Chief Minister for International Development, said he hoped the UK and other Member States could go ahead with a scheme to raise extra funds for development aid, even if the US did not wish to proceed.
