"Hybrid and hermaphrodite will be the keywords for my presentation. When I was working with the other members of the Convention, during the preparation of the European Constitution project I was disturbed by the question whether is a “boy” or a “girl” and, after all, I had no other option but accept the fact that it was a hermaphrodite. A hermaphrodite associated to a tradition that permeates the whole history of European architecture. It has ever been this way. In the fifties, according to an international treaty, we created and organization that, since the beginning, was not only international, but something more than that. It was an international treaty and, as matter of fact, it affected not only the States but also the citizens and, even in 1964, the Court of Justice sentenced the creation of a constitutional order for Europe. This double nature, international and constitutional, can be found in the European chromosomes since the beginning of our common history: Europe was born hermaphrodite." |
