On the 19 September 2007 the European Commission adopted the third Legislative Package on the Internal Energy Market, with the objective to ensure a real and effective choice of supplier and benefits to every single EU citizen. The Commission has tried to address the shortcomings identified in the reports on the internal energy market presented in January 2007. The package included proposals to ensure efficient unbundling between transmission networks and commercial gas and electricity companies; new powers for national regulators; the creation of a European authority for cross-border transit of gas and electricity; the reinforcement of transparency and the protection of vulnerable consumers and public service obligations. The individual proposals comprise: A Regulation establishing the EU Agency for the cooperation of National Energy Regulators An Electricity Directive amending and completing the existing Electricity Directive 2003/54 A Gas Directive amending and completing the existing Gas Directive 2003/55 An Electricity Regulation amending and completing the existing Electricity Regulation 1228/03 A Gas Regulation amending and completing the existing Gas Regulation 1775/05 |
