Article reports that David Miliband, the UK Foreign Secretary (Foreign Minister), is emerging as the frontrunner to be the European Union’s next head of foreign policy, but the contest for the bloc’s full-time presidency is still open, diplomats and EU officials reported on the 6 November 2009.

Herman Van Rompuy, Belgium’s Prime Minister, was the name on most politicians’ lips for the Presidency.

Subsequently, it became clear that the EU's heads of state and government would name a president and foreign policy chief at a special European Council summit on 19 November 2009.
