EU training/exchange programmes:
Education, training and youth, 2000-2004. The Commission has issued its guidelines for education, training and youth for the years 2000-2004. The Commission proposes an integrated knowledge policy structured around six transversal operational measures and focused on the promotion of lifelong learning. The Commission proposes an overall budget of € 3,000m, distributed as follows: € 1,400m for the second phase of the SOCRATES programme; € 1,000m for the second phase of Leonardo da Vinci; € 600m for the implementation of the Community action programme 'Youth'. This represents an overall increase of about 60% as compared to the present generation of programmes.
