European Commissioner of Migration Dimitris Avramopoulos announced on 30 November 2015 that Sweden would soon benefit from a 'relocation' programme for some of its asylum seekers, following reports the country was overwhelmed by incoming refugees.

However, the Swedish government continued to develop plans to discourage refugees from coming to Sweden by, for example, by launching mandatory ID checks on all trains, buses and ferries from Denmark to Sweden. The new rules would come into place in early January 2016.
