EU to go public with airline bans

The European Union is understood to have reached a deal to create EU-wide blacklists of unsafe airlines.
The issue has been under scrutiny since a Flash Airlines plane banned in Switzerland crashed into the Red Sea on 3 January 2004, killing 148 people.
