Article previews a warning given by the European Commission on 11 November 2002 that European Union governments are hampering the completion of the European single market despite growing demand from businesses for action to break down barriers to operate across the Union. The EU's Internal Market Scoreboard No.11, 'Ten Years Internal Market without frontiers', published on 11 November 2002, found that after ten years in which the back-log of EU legislation had been shrinking, national governments had become reluctant to implement new laws. Member States have agreed to complete the single market by Spring 2003.
