The European Union's counter-terrorism co-ordinator, Gilles de Kerchove, announced in July 2014 that nine EU states had adopted a new 'action plan' to counter Syria-bound EU national fighters, according to EUObserver. Ministers from Belgium, Denmark, France, Germany, Italy, The Netherlands, Spain, Sweden and the United Kingdom signed up to the Belgian plan, in an initiative agreed in the margins of an informal meeting of EU interior ministers in Milan the 7 July 2014. The initiative would use, according to EUObserver, existing tools like the Schengen Information System (SIS), the EU’s police agency Europol, passenger name records, and targeted border controls. The BBC reported on the 9 July 2014 that the French government had proposed six-month travel bans to stop citizens travelling to Syria and Iraq to fight alongside Islamist militants. EUObserver reported on the 10 July 2014 that at the last minute Sweden had not signed up to the counter-terrorism initiative outlined above due to doubt on the merits of the plan. Belgium’s interior minister was due to present the plan to all 28 EU countries in October 2014. |
