The European Commission's policy on banning state aid for failing airlines came under strain on 17 October 2001 as Ireland prepared to seek authorisation of state aid to Aer Lingus. In an embarrassing development, the European Commission approved an emergency loan of €125 m by the Belgian government to Sabena on 17 October 2001, and state aid of €387m may be approved for Italian airline Alitalia.
