EU spells out Balkan entry terms

The European Commission confirmed on 6 October 2004 that Bulgaria and Romania were on track to join the EU in 2007 - provided they continue key reforms. The Commission was confident that the objective set by the European Council could be met to successfully conclude negotiations with these two countries by the end of 2004. The Commission also proposed a reinforced pre-accession strategy for Croatia.
