European Union governments are close to agreeing restrictions on the use of EU funds for research into human embryos and embryonic stem cells. Under plans being drawn up by Denmark, current holder of the EU's rotating presidency, no money from the EU's recently agreed framework research programme could be used until at least the end of 2003 for cloning or the production of human embryos or embryonic stem cells.
