A plan to increase the use of biofuels in Europe, due to be outlined by the European Commission on the 23 January 2008 when it was to launch its plans to implement the EU climate change and energy strategy, may do nothing to help fight climate change and incur costs that outweigh the benefits, says an internal European Union report from the Joint Research Centre.
