European Union public procurement rules that prevent domestic suppliers being favoured over foreign counterparts for government contracts must not be bent, the European Commission warned in July 2011, amid controversy over the award of a train order for the United Kingdom went to Siemens of Germany.

Subsequently, train maker Bombardier with a factor in Derby, which missed out on the £1.4bn Thameslink contract, said it planned to cut more than 1,400 jobs at its Derby plant.
