Date: 02/03/06 The EU has begun discussions on a mission to improve the rule of law in Kirgizstan. EU Special Representative for Central Asia Ján Kubis, who hopes to send a team of experts to help the Kirgiz government improve law enforcement, has put a proposal to the political and security committee of the Council of Ministers. EU diplomats point to concerns among member states about the actions of the government of Kurmanbek Bakiyev, which took power in a revolution almost a year ago. Since then non-governmental observers have reported widespread disillusionment with the new regime, persistent political violence and fears that the security services may be slipping out of government control. The mission would be the first of its kind for the EU in Central Asia, after missions for Iraq and Georgia.
