Article discusses the final discussions in the Justice and Home Affairs Council, Brussels, 30 November - 1 December 2009 before the adoption of the Stockholm Programme, 2010-2014, the new five programme of the EU in the area of justice and home affairs (JHA). The aim was to formally adopt the Stockholm Programme at the European Council, 10-11 December 2009.

In addition, article discusses the implications for JHA of the coming into force of the Treaty of Lisbon on the 1 December 2009, which gives new responsibilities to the EU in the JHA area.
