EU one step from Kyoto ratification

EU environment ministers have agreed that all 15 Member States of the Union should be bound by the Kyoto Protocol, which seeks to limit humanity's influence on the Earth's climate. Ratification of the treaty itself will now go to the European Council which could take the action as early as the EU summit in Barcelona, Spain on 15-16 March 2002.
