The European Commission launched an unprecedented legal challenge on 27 February 2002 to an attempt by the 15 Member States to erode its powers over state aid. The Commission's legal action in the European Court of Justice centres on the Council of Ministers' decision to overrule two Commission rulings banning Portuguese government aid to local pig farmers in 1999 and 2000. The Commission will also contest the Portuguese government's decision to appeal directly to other Member States rather than to the European Court of Justice.
