Article previews the publication on 14 January 2003 of a document setting out the European Commission's position on the European Union's economic future prior to the European Council in Brussels in March 2003 which will consider ways of kick-starting the ambitious economic reforms which were launched at the Lisbon European Council in March 2000. The document, the Commission's assessment of the implementation of the 2002 Broad Economic Policy Guidelines (BEPGs), will warn that Europe is losing the battle to become the world's most competitive economy by 2010 due to slow growth and lack of political will to promote economic reforms.
