London's mayor, Ken Livingstone, is planning to introduce a congestion charge in February 2003 for vehicles using central London. It had been hoped that some form of exemption could be arranged for certain postal service (known as Consignia) vehicles. However, such an exemption may contravene European Union regulations on state aid.
